Action B


Action B includes activities related to purchase or lease/rent of the land.

ACTION B.1: Land purchase

Meadows with total area 163,2 ha were bought in Slampe River area. Land purchase was done after the independent evaluation in accordance with the following table:

Differences in prices of land plots depend on their geographical position and availability.

The priority list of lands to be purchased included 163,2 ha large breeding habitat of Crex crex and feeding site of Aquila pomarina at Slampe meadows. Purchase of those lands and the appropriate management in the future by Kemeri NP will ensure conservation of that territory and restoration of the natural habitat. State ownership in such lands allows to implement innovative approach in grazing – using semi-wild cattle (action C.6.).

In purchased area action C.3. was implemented – natural riverbed of river Slampe restored. Necessary prerequisite for this action was state owned land as such long-term changes of groundwater and surface water regime in privately owned land would make permitting procedures long and bureaucratical.

Lands were purchased from private owners only. Bought parcels were registered on the name of the Ministry of Environment Protection, thus being state-owned. Kemeri National Park is a public body totally responsible for site protection, therefore, land purchase can be regarded as eligible. Land was not purchased above the market value and the price of the deal were confirmed by independent, certified land price estimates.

Results:
163,2 ha of land (meadow habitats, valuable as breeding grounds of Crex crex and feeding area of Aquila pomarina) purchased and registered as state owned.
